Report in a secretarial hand and signed by Bonilla discussing the weakness of the provinces of Louisiana and Texas in light of a perceived threat of an American or French invasion. With the signed transmittal letter of the Conde de Revillagigedo, transmitting this copy to officials in Spain. Bonilla expresses concern about the loyalty of the people of Louisiana, the threat to the northern border of New Spain, and the possibility that France will attempt to seize Louisiana. He also mentions the recent explorations of the northern frontier by trader Pedro Vial of Santa Fe, who discovered new routes from New Mexico to the frontiers of Louisiana.

Born in Lyons, France, in the mid-18th century, Pedro (also Pierre) Vial moved to the United States around the 1860s or 1870s, living in Louisiana in 1779 and later among the Taovaya Indians. Upon moving to San Antonio, Texas, in 1784, Governor Domingo Cabello y Robles appointed Vial and Francisco Xavier Chaves to learn about the Comanche Indians.
